Care Services Management Support Team

Our staff works as a team to provide care services to fulfill all your needs. Our nurses assist in determining the appropriate level of care and help establish a plan of service for each individual. They then coordinate with our Support Managers who make the arrangements with our caregivers to provide care to our clients. Meet Dr. Leslie Phillips, Director

A registered nurse with 30 years of clinical experience, Dr. Phillips brings vast experience in pediatrics, ambulatory care, critical care, home care, wound management, and as a college professor. She received her Bachelor of Nursing Science in 1990, Master as a nurse practitioner in 1996, and Doctor of Nursing Practice in 2016.

Dr. Phillips’ passion is the care of children and adults with physical and intellectual disabilities. Over the last 15 years, she has been devoted to caring for those with spina bifida, cerebral palsy, developmental delays, genetic abnormalities, and autism spectrum disorder. She is also a consultant with Orthosis and durable medical equipment companies to ensure that people with disabilities receive the most appropriate braces and equipment.

A pioneer in the field, she has developed a comprehensive functional status assessment tool for use with her clients to ensure that all their needs are addressed, so they can be their most successful selves in their community.

Dr. Phillips has spoken nationally on numerous topics, such as the transition of youth with special health care needs from pediatrics to adult care. She has been published in numerous professional journals and is a member of the American Nurses Association, Developmental Disability Nurse Association, Maryland Nurses Association, and the National Association of Pediatric Nurse Practitioners.

Meet Lisa Noel, MSN, RN, NP-C Director of Operations

26 years of clinical experience, focused on both pediatric and adult healthcare. Specialty experience includes newborn nursery, open-heart surgery, cardiology, stroke units, pediatric physical rehabilitation, wound care, pediatric primary care, and pediatric foster care.

Received an Associate’s degree in Nursing in 1999, Bachelor’s Degree in nursing in 2002, and a Master’s Degree in nursing in 2009.

In 2021 co-founded a clinic program that serves the community with resources to improve health, quality of life risks and outcomes. Resources are provided for nutrition and housing insecurity, transportation issues, youth to adult transition, weight (loss/gain) management, and education advocacy.

Lisa states, “I aim to inspire my patients, but more often they inspire me.”
